Positive Pay discrepancies: Chase notifies you next Business Day and you decide by the cutoff, or the item is returned
Chase compares the Issuance Information with the Items presented. If an Item arrives with no Issuance Information, or with information that differs, Chase notifies you through Chase Online or another method on the Business Day after the discrepant Item is presented, telling you about any difference in account number, check number or dollar amount. You can view the Item on Chase Online and must tell Chase, by the Positive Pay Service Cutoff Time on that same Business Day, whether you authorize it for payment (the "Positive Pay Presentment Decision"). Chase may rely on instructions it reasonably believes genuine. If you do not give a decision by the cutoff, Chase may return the discrepant Item, unless you agreed otherwise in writing, and may charge a returned check fee to that account or any of your other accounts. The heading says the default decision is Return.

b. Discrepancies/Default Decision is Return.
We will compare the Positive Pay Issuance Information provided by you with the corresponding information contained on the Items presented to us. If Items are presented to us for which we have not received any Positive Pay Issuance Information or containing information different from the Positive Pay Issuance Information for that Item you provided, we will notify you by means of Chase Online or another transmission method selected by us, on the Business Day following the Business Day on which the discrepant Item is presented to us. We will provide you with information about any discrepancy in the account number, Item serial number (i.e., check number), or dollar amount thereof. You may then view the discrepant Item on Chase Online, and shall advise us via Chase Online or another transmission method selected by us by the Positive Pay Service Cutoff Time on that same Business Day whether you authorize that Item for payment (the “Positive Pay Presentment Decision”).
We are entitled to rely on any instructions which we receive from you and reasonably believe to be genuine. In the event that you fail to inform us of your Positive Pay Presentment Decision about any discrepant Item by the Positive Pay Service Cutoff Time, we are authorized to return such discrepant Item, unless otherwise agreed to in writing between you and us, and to charge a returned check fee to your account for such Item or to any of your other accounts.
“Positive Pay Service Cutoff Time” refers to 4:00 PM local time at the branch office where the account is maintained.
Qualifications & exceptions
The default decision is to return the Item if you do not decide by the cutoff.
A returned check fee can be charged to that or any of your other accounts.

Positive Pay: undecided mismatches are returned; Chase pays matching items without checking signatures
Chase may rely on instructions it reasonably believes genuine. If you do not give a Positive Pay Presentment Decision on a discrepant Item by the Positive Pay Service Cutoff Time, Chase may return it, unless you agreed otherwise in writing, and may charge a returned check fee to that account or any of your other accounts. Chase may pay any Item on an enrolled account for which it received matching Positive Pay Issuance Information, or that is otherwise properly payable. Chase need not keep signature cards or inspect any check for a signature or whether it is authorized, and you agree that following these procedures instead of examining signatures is good faith and ordinary care.

Reverse Positive Pay: you must ask for a return by the cutoff or the item may be paid
If, from the Reverse Positive Pay Information, you decide an Item should not be paid, you must by the Reverse Positive Pay Service Cutoff Time on the Business Day after presentment ask Chase to return it through Chase Online or another method Chase selects, giving the account number, Item serial number and dollar amount (the "Reverse Positive Pay Presentment Decision"). Chase may rely on any such decision it reasonably believes genuine. Your failure to review our transmission of Reverse Positive Pay Information or failure to initiate a Reverse Positive Pay Presentment Decision by the Reverse Positive Pay Service Cutoff Time for any Item may result in the payment of any such Item unless otherwise agreed to in writing by us.
c. Item Payment. We are authorized to pay any Item drawn on any account enrolled in the Reverse Positive Pay Service for which we provide Reverse Positive Pay Information and do not receive a timely Reverse Positive Pay Presentment Decision. ACH Debit Block review option: decide per debit by 9:00 PM ET or your standing instruction applies
When enabled, ACH Debit Block lets you review and override your existing block and unblock instructions for ACH transactions. Chase presents information on eligible ACH debits so you can decide per transaction whether to pay or return each, but cannot guarantee all eligible debits will be presented and is not liable for any failure to present them. You must give your instructions in the interface by the ACH Debit Block Service Cutoff Time, which is 9:00 PM ET; if you do not, Chase processes the debit per your general instruction. Chase may rely on any instruction it reasonably believes genuine, and may process a debit under your existing instructions if you take no action or your override is defective or untimely. The review option is automatically enabled for new enrolments and can be turned off on the FPS settings tab; for existing enrolments it can be turned on or off on the settings tab where available.

Removing ACH Debit Block lets any originator debit the account again
If you remove the ACH Debit Block Service from an account, any originator will again be able to post ACH debits to that account, as they could before you enrolled it. The source states this in capital letters.
Supporting quotations
IF YOU REMOVE THE ACH DEBIT BLOCK SERVICE FROM ANY ACCOUNT, ANY ORIGINATOR WILL BE ABLE TO POST ACH DEBITS TO THAT ACCOUNT, AS THEY WOULD HAVE BEEN ABLE TO DO BEFORE YOU ENROLLED THAT ACCOUNT IN THE ACH DEBIT BLOCK SERVICE.

ACH Debit Block: unlisted originators such as the IRS are blocked; per-originator transaction limits
Once you enrol, Chase blocks all attempts to post ACH debits by all originators not designated as Authorized Originators; any originator you have not designated is a Blocked Originator. For example, the Internal Revenue Service and other taxing authorities are Blocked Originators unless you expressly authorize them. If you set a Transaction Limit for an Authorized Originator, Chase allows its ACH debits up to that limit and blocks the full amount of any debit over the limit. If you set no Transaction Limit for an Authorized Originator, it may debit your account up to the limit set by the ACH operating rules. You may set a Transaction Limit for each Authorized Originator per enrolled account, and a Transaction Limit is the maximum amount of a single ACH debit that can be posted to your account.

b. Blocked Originators. Upon enrollment in the ACH Debit Block Service, we will block all attempts to post ACH debits to your account by all originators not designated as an Authorized Originator. For clarity, any originator not designated as an Authorized Originator by you is a Blocked Originator. To illustrate, the Internal Revenue Service as well as other taxing authorities will be Blocked Originators unless you expressly authorize them as Authorized Originators.
c. Transaction Limit. If you set a Transaction Limit for any Authorized Originator, we will:
(i) allow that Authorized Originator to post ACH debits to your account up to the Transaction Limit you set for that Authorized Originator; and (ii) block the full amount of an ACH debit any Authorized Originator attempts to post to your account if the ACH debit is over the applicable Transaction Limit. If you do not set a Transaction Limit for an Authorized Originator, that Authorized Originator may debit your account up to the limit established by the ACH operating rules. You may elect to apply a Transaction Limit for each of the Authorized Originators per enrolled account.
“Transaction Limit” refers to the maximum amount of a single ACH debit that can be posted to your account. You may set a Transaction Limit for an individual Authorized Originator.
Qualifications & exceptions
An over-limit debit is blocked for its full amount, not partly paid.
Without a Transaction Limit the ACH operating rules limit applies.

Wire security procedures: you are responsible for transfers issued under them, even if you did not authorize them
The security procedures are only meant to help prevent unauthorized access to your account. You must be an active Online and/or Mobile Services user with a valid user ID and Password and must activate FTS before use. You should not discuss or disclose your user ID, Password, one-time code or other identity-confirming information with anyone, even someone with access to your accounts. You are responsible for any funds transfer issued in your name using these security procedures, whether or not you actually authorized it. Before scheduling a transfer you must set up a recipient and the recipient’s financial institution, and you authenticate with a username and password and may be asked for further steps such as security questions or one-time codes. Chase may impose stricter procedures for any transfer, including a trusted device, but has no obligation to and is not liable for delays or losses if it does.

Zelle social media payments: not for buying goods; may be delayed or declined; answer questions truthfully
To help protect you from fraud and scams, Zelle should be used for payments between friends, family and others you trust and should not be used to pay for goods from recipients you are not familiar with. It is not intended for buying goods from retailers or merchants, including on or through social media, marketplaces or messaging apps, and neither Chase nor Zelle offers purchase protection for non-receipt, damage or "not as described" claims. If you send a Zelle payment identified as originating from contact through social media, Chase may in its discretion delay, decline or block it. Chase may ask for information, for example when you set up a payment or add a recipient, about your purpose, the method of contact with your recipient or other details to assess elevated fraud or scam risk or an illegal, ineligible or improper payment, and you agree to provide it. Chase may decline payments, restrict your use of Zelle or take other actions in your account agreement if you do not answer truthfully or otherwise engage in risky use, including alleged deceit, fraud or material misrepresentations. Failing to delay, decline or block an ineligible payment is not a waiver of Chase’s right to do so for future payments.

The Service is not intended, and should not be used, for the purchase of goods from retailers, merchants, or the like, including on or through social media or social media marketplaces or messaging apps. If you are sending a Zelle payment from your Chase account that is identified as originating from contact through social media, we may, in our discretion delay, decline or block that payment.
We may request information from you (for example, when you set up a payment or add a recipient) regarding your purpose of payment, the method of contact with your recipient, or other details we deem appropriate to assess whether your payment has elevated fraud or scam risk, or is an illegal, ineligible or improper payment. You agree to provide the requested information if asked.
We may in our discretion decline payments, restrict your use of Zelle® through Chase, or take other actions as described in your account agreement if you do not respond truthfully to questions we ask or if you otherwise engage in risky use of the Zelle Service, which includes alleged deceit, fraud, or material misrepresentations in providing information about your payment.
Any failure to delay, decline or block an ineligible payment does not constitute a waiver of our right to so do for future payments.
