YouTube may act against a creator for on- or off-platform behavior, up to account termination
YouTube says that if a creator's behavior on or off YouTube harms its users, community, employees or ecosystem, it may respond. It weighs a number of factors, including but not limited to how egregious the actions are and whether there is a pattern of harmful behavior. Its response ranges from suspending a creator's privileges to terminating the account. This reaches conduct outside YouTube, not only uploaded content, and the decision is YouTube's ("may respond").
