Coordinated mass arbitration proceeds in staged groups

At least 25 similar coordinated disputes trigger staged procedures that may delay claims. Initial stages generally handle up to 50 individual cases, followed by global mediation paid by PayPal. Remaining claims can later proceed in 100 randomly selected cases per stage. Applicable limitations periods are paused under the stated rules.
