Counter-notifiers must consent to federal court jurisdiction and service
The counter notification must state consent to the jurisdiction of the Federal District Court for the judicial district where the sender’s address is located, or the Northern District of California if their address is outside the United States. It must also state that the sender will accept service of process from the person who provided the notification under the cited subsection (c)(1)(C), or that person’s agent.
