For US use, these restrictions apply to you, affiliates, employees, service providers, end users and third parties under your control or direction. You must not process, store or transmit ITAR- or EAR-controlled data, software or content, HIPAA-regulated data including PHI, or GLBA-regulated nonpublic personal information. Processing or storing under-13 children’s data is prohibited when it violates COPPA; that item is conditional, unlike the other listed data bans. This explains the contract’s restrictions without supplying the cited laws.

Individual-user content can support service and AI development
For individual users, Z.ai reserves the right to process User Content to improve services, develop products, run its business and benefit other customers. The express AI-development authorization covers using and storing User Content that is not personal data, including processing and storage outside your jurisdiction. Enterprise and developer API content has a distinct rule: no service development or improvement use without explicit agreement.

Use & Processing · Context
API data processing refers to a separate addendum
For API services, Z.ai says it will collect and process provided data under the Data Processing Addendum for API Services. That addendum is not supplied in this agreement; its detailed processing terms cannot be inferred or applied to ordinary consumer chat.

Use & Processing · Company commitment
API content use is limited and improvement needs explicit agreement
For enterprise and developer API use, End User Content is used only as necessary to provide API services, comply with law, enforce policies and prevent abuse. The appendix’s bracketed sentence says service improvement or development requires explicit agreement, consistent with the general terms’ API exception. This protection is for API content, not the broader individual-user content permission.
