Under the registration section, Steam is an online service offered by Valve. You become a subscriber by completing Steam account registration, with the Agreement taking effect on indicated acceptance.

Your Account including contact, billing, history and Subscriptions is strictly personal. You may not sell, charge for, or transfer your Account or any Subscriptions except as expressly permitted by this Agreement including Subscription Terms or Rules of Use or as Valve specifically permits. You must not use your Account to enable others to violate the Agreement, such as through commercial use of Steam Content and Services.

You may cancel your Account anytime. You may stop using a Subscription anytime or ask Valve to end access. Subscriptions are not transferable, and ended game access does not free its activation key for another account even if bought retail. Bundle Subscriptions cannot be ended singly; ending one game ends all in the pack. Cancelling or stopping use gives no refund including Subscription fees. Valve may still collect pre-cancellation fees and costs. You remain liable for pre-cancellation third-party vendor charges. The B Termination by You heading introduces this.

Valve may restrict or cancel your Account or Subscriptions anytime if it stops offering those Subscriptions generally to similarly situated Subscribers, or if you breach this Agreement including Subscription Terms or Rules. If Valve restricts or ends your Account or Subscription for Agreement violation or improper or illegal activity, no refund including Subscription fees or unused Wallet funds is granted.
