PayPal may update your card details from third-party sources unless you remove the card

You should keep payment method information (such as card number and expiration date) current. If it changes, PayPal may update it using information and third-party sources available to it, without any action by you, and keeps your preference settings for that payment method. If you do not want automatic card updates, your option is to remove the payment method from your Venmo account.
