Account and withdrawal reviews can require ID documents and limit access to your money

PayPal reviews account and transaction activity at various times, including when you start a withdrawal, checking for suspicious or illegal activity and whether your activity, and that of people you or a Teen User transacted with, complies with the agreement. You may be asked for more information or documents to verify your identity, and PayPal may limit your account and access to money in it or sent to you (or a Teen User) until verification is done.

High-risk merchant payments are held for review, which can delay shipping or cancel the order

PayPal reviews payments at its discretion. If a payment to an authorized merchant looks high-risk, PayPal holds the transaction and tells the merchant to delay shipping, which can delay your item. If cleared, the merchant is told to ship; if not, PayPal cancels the transaction and returns your money unless it is legally required to take other action.

Supporting quotations

Payment review
When we identify a potentially high-risk payment to an authorized merchant, we review the transaction more closely before allowing it to proceed.
When this happens, we will place a hold on the transaction and notify the merchant to delay shipping of the item.
If we don’t clear the transaction, we will cancel it and return the money to you, unless we are legally required to take other action.

Qualifications & exceptions

  • Money is returned on cancellation unless PayPal is legally required to act otherwise.

An Unauthorized Transaction is money sent without your authorization and without benefit to you

An Unauthorized Transaction occurs when money is sent from your Venmo account that you or a Teen User did not authorize and that did not benefit you or the Teen User, such as a payment sent by someone who stole your password and logged in.

Sharing your login makes you responsible if that person goes beyond what you allowed

Not Unauthorized Transactions: if you or a Teen User give someone your login and they exceed the authority you gave, you are responsible for those transactions unless you previously told PayPal you no longer authorize transfers by that person. Payment invalidations and reversals under Refunds, Reversals and Chargebacks are also not Unauthorized Transactions.

Fraud warning: money sent to scammers or the wrong person may not be recoverable

The agreement warns that fraud is a risk, especially with people or businesses you do not know and trust; if something seems off, do not complete the transaction, because money sent to the wrong person or to a fraudster may not be recoverable. It lists common scams (fake buyer payments, fake accidental payments asking for a refund, phishing posing as Venmo, relative-in-need, lottery or prize, fake debt collectors, and employment scams) and asks you to educate Teen Users about them. For goods-and-services sales it advises asking buyers to mark payments as purchases.

Supporting quotations

Consumer fraud warning
If you send money to the wrong person or fall victim to fraud, there is a danger that you may not be able to recover your funds.
If you have Teen Accounts, educate your Teen Users about these scams as well:
When accepting payments for goods or services, ask the buyer to mark the payment as a purchase transaction.
Accidental Payment: a scammer sends you a fraudulent payment, claims it was accidental, and asks that you return their money.
Phishing: a scammer sends forged or faked electronic documents or emails falsely claiming to be Venmo or coming from Venmo but asks you to send money outside your Venmo account.
Relative in Need: a scammer impersonates a family member (commonly grandchildren) and claims there is an emergency requiring you to send money.
Lottery or Prize: a scammer informs you that you’ve won a lottery or prize and must send money to claim it.
Debt Collection: a scammer impersonates a debt collector and induces you to send money using threats or intimidation.
Employment Related: a scammer instructs you to send money in connection with a fraudulent offer of employment.

Security & Safeguards · Procedure

Send money only for yourself, verify recipients, and report scam attempts

Use common sense, send money only for yourself and not for others, verify the recipient's identity before finalizing, and tell PayPal immediately if you believe someone is trying to scam you. Once a transaction completes, your money may not be refunded, so double-check the recipient and legitimacy first.

Supporting quotations

Only send money for yourself and not for others. Be sure to verify the recipient’s identity before finalizing a transaction.
